Is cabinet painting the same as cabinet replacement?

No. Painting changes the finish of the cabinetry you already have. It does not change the kitchen layout or replace damaged cabinet boxes. Discuss the condition of your cabinets before deciding whether painting fits your goals.

Can every cabinet surface be painted?

That needs to be assessed. Cabinet material, the existing coating and surface condition affect what is suitable. We do not promise the same finish or preparation method for every cabinet.
